Tonda B. Chapman is a seasoned executive, trauma-informed care advocate, and transformational leader with an extensive background in healthcare operations, behavioral health, and financial services. As the Founding CEO of Black Horse Health Institute, she brings more than 30 years of experience leading mission-driven organizations and developing programs that support whole-person healing.
Holding a Master of Business Administration with a specialization in healthcare, Chapman blends strategic business acumen with a heart-centered, servant leadership style. Her approach is rooted in empowering staff, creating safe environments for clients, and developing integrative care models that address complex trauma, addiction, and chronic pain.
At Black Horse Health, she leads an innovative team delivering multidimensional care grounded in polyvagal theory, attachment repair, somatic experiencing, EMDR, ART, CBT, DBT, and experiential therapies such as equine therapy, aqua therapy, mindfulness, psychodrama, and sound healing. Her vision is grounded in neurobiological safety: helping individuals feel safe enough to relax, breathe, and heal.

Currently pursuing graduate studies in social work, Chapman is committed to deepening her clinical expertise and becoming a trauma specialist. Her goal is to bridge leadership, clinical innovation, and compassionate care to uplift individuals, families, and communities impacted by trauma. With a steadfast dedication to justice and healing, she envisions systems where safety, dignity, and growth are possible for all.
A seasoned operations and finance professional, Chapman has amassed an extensive, diverse career in banking, agri-business, and healthcare. A graduate of Mississippi State University with a degree in Finance, he began his career in commercial banking, spending 18 years specializing in branch management and large commercial loan development. He ultimately served as a regional district manager, overseeing multiple bank branches.
Following his banking career, Tony became a partner and co-owner of a community agri-business that operated three retail locations, a cotton gin, and five cotton warehouses. He managed all financial operations and employee relations, playing a key role in the growth and eventual sale of the business.
Tony later transitioned to the healthcare sector in Houston, managing accounts receivable and developing strong working relationships with a network of independent health clinics while gaining expertise in private insurance and workers’ compensation benefits.
In 2015, he began working in the treatment industry as an Operations Manager. His role encompassed day-to-day operations, safety protocols, event planning, and construction oversight.
In February 2023, Chapman co-founded Black Horse Health Institute. As Chief Operations Officer, he spearheaded the transformation of a commercial property in Houston’s historic Heights neighborhood into a state-of-the-art treatment center. The facility features a heated pool, open courtyard with fire pit, fully equipped gym, cold plunge, and infrared sauna — offering a holistic healing environment designed for excellence in trauma, addiction, and chronic pain recovery.
Amy Langston is a board-certified Psychiatric Mental Health Nurse Practitioner at Black Horse Health, where she provides patient-centered psychiatric care through evidence-based treatment, medication management, and crisis intervention. She brings extensive experience from clinical roles at The Menninger Clinic, J. Flowers Health Institute, and her own private practice, equipping her to address complex behavioral health needs with both expertise and compassion.
With a Bachelor of Science in Psychology from the University of Houston, a Bachelor of Science in Nursing from Texas Woman’s University, and a Master of Science in Nursing from UTHealth, Amy’s strong academic foundation complements her hands-on clinical background. She also serves as Secretary and Board Member of the Texas Prader-Willi Association, reflecting her commitment to advocacy and whole-person wellness. At Black Horse Health, she applies her skills to support healing, resilience, and positive outcomes for every patient.
As a licensed Chemical Dependency Counselor (LCDC), Certified Co-Dependency Specialist and Certified Anger Resolutions Therapist, Rose brings both professional expertise and lived experience to his work. As a Primary Therapist, Rose specializes in Substance Use Disorders and Co-Occurring Mental Health Disorders. In addition to his role at Black Horse Health Institute, Rose is the owner/operator of Primary Purpose House, a sober living community dedicated to providing structure, accountability, and compassion to those in early recovery.
With more than a decade in long-term recovery himself, Rose is deeply committed to helping others break free from the cycle of addiction and discover a life of meaning, connection, and purpose. Known for his ability to walk alongside individuals in even their darkest moments, Rose’s approach is grounded in empathy, spiritual principles, and the belief that lasting change is possible for anyone willing to do the work. Outside of his professional life, he finds joy in volunteering and cherishes time spent with his family. His passion for recovery is matched by his love for community and connection — values he brings into both his personal and professional life every day.
Ben Carrettin has worked in the mental health and addiction field since 1992, serving in private practice, grant-funded programs, and hospital settings. He holds a master’s in clinical psychology from Texas Southern University and is a Licensed Professional Counselor-Supervisor (LPC-S) in Texas, a Nationally Board-Certified Counselor (NCC), and a Master Addiction Counselor (MAC). Ben also holds advanced certifications in grief counseling, trauma, and critical incident stress management, with specialized training in supporting patients and families facing serious illness, trauma, and loss.
In addition to his clinical work, Ben consults for businesses, legal teams, and first responders, providing behavioral analysis, crisis response, and training in ethics, social media, and professional development. His areas of focus include trauma, addiction recovery, cancer resilience, organ transplant support, workplace violence, and the neurological and biological basis of behavior. He also trains other clinicians on practice-building and insurance navigation.
In his private practice, Ben offers counseling for individuals, couples, and families, with specialties in trauma, grief, health crises, emergency response professionals, and addiction recovery. Beyond his professional life, he is a husband, father of two, and active community member who enjoys soccer, live theater, cultural travel, and writing children’s books.
A Licensed Clinical Social Worker practicing in Houston since 2019, Castele is a passionate advocate for individuals and families making meaningful, lasting change by working together to identify and remove the barriers impeding personal growth and healing. His clinical background includes a range of experiences in settings focused on mental health, substance use, and co-occurring disorders. Early in his career, he completed a year-long fellowship in an intensive outpatient program, which laid the foundation for his client-centered and evidence-based approach.
He since has worked in residential and outpatient programs, supporting both adolescents and adults as they navigate complex mental health challenges. Throughout his career he’s served in roles as a family therapist and clinical director, where he deepened his understanding of holistic and systems-based treatment – always with the belief that everyone has the capacity for change, growth, and healing with the right support. In recovery himself, Castele endeavors to give back to the community by dedicating his professional career to positively impacting those affected by addiction. Outside of work he enjoys a variety of hobbies including woodworking, fishing, and spending time by the water. Having grown up in Northeastern Ohio, he’s also a huge Cleveland sports fan, taking every opportunity to cheer for his teams.
